Try this
They usually give loli, shota, and banlist stuff a couple days, then give it a big, fat BANNED. So don't worry, it WILL be dealt with in a fairly timely manner. You could try PMing the poster. Go to his/her profile, and hit "send a message to [username]" to do that. Or post comments in the album in question. I hava a good form post you can use.
[username], this is a loli- and shota-free site. This is a shotacon (lolicon) album. Please (remove the loli/shota or) take it down immediately! Lolicon and shotacon are subject to a fine of 500 credits, or even more for very large albums. Go to http://lu.scio.us/last-word-lolicon for more info.

A new user, DarthBane99, just uploaded two gunslinger Girls doujins. They are lolicon albums and I am about to add the tags. I've sent a PM and will give form warnings in the comments. I am asking all mods to give him time to react to my warnings before moveing on the albums. Perhaos a day. If the following albums are still present in 24 hours, go ahead and enforce the ban.

Kind of an update to my above post, but I've been plugging away at the "mission" I mentioned and we now stand at exactly 100 such albums. I'm going to do a few more and call it a good day's work.
Also, regarding an earlier post of mine, I added "lolicon" and "possible lolicon" tags to the other albums I had mentioned. UPDATE: speaking of loli, I just gave another new loli album the same treatment I gave DarthBane's. Let's give LuisMaster94 a day or so (minimum) too. Seems my request to give the guy time to react was ignored.
